The Municipality of Groningen has declared the Tropical Weather Scenario for Thursday, September 8. This means that the opening hours of the terraces on this day expanded become and hospitality businesses without a terrace permit are also allowed to place tables and chairs outside.
When the KNMI indicates a weather forecast with an afternoon temperature above 27 degrees Celsius, the municipality may allow extended opening hours for terraces. The municipality's hospitality inspectors determine whether the Tropical Weather Scenario (TWS) applies.
The TWS entails that hospitality entrepreneurs are allowed to keep their terraces open one hour longer. For establishments located within the Diepenring, terraces may remain open until 3:00 AM. For businesses outside the Diepenring, this is until 2:00 AM. Furthermore, they may place terrace chairs outside as early as 11:00 AM in a larger area than usual.
For hospitality business owners without a terrace permit, the rule is that they may also place tables and chairs outside in the coming days, provided that pedestrian passage is not obstructed.
